Local Incentives
Local incentives provided by Moore County and several of its municipalities reimburse a percentage of real and personal property taxes paid by eligible companies that meet specific criteria for the creation of full-time jobs. The amount and reimbursement period vary based on the amount of project investment. Companies investing less than $3 million receive property tax reimbursements over a five-year period and companies investing $3 million or more receive reimbursements over a seven-year period.
Other discretionary local incentives may also be available on a project-by-project basis.

State Incentives
Several state incentives are available to eligible businesses that meet certain criteria. In NC, counties are annually ranked based on economic well-being and assigned a tier designation. Moore County, with a Tier 3 designation and a 2024 average wage standard of $51,842, is one of the most prosperous counties in the state.
Common discretionary grants include:- Job Development Investment Grant (JDIG) – JDIG is a performance-based, discretionary incentive program that provides cash grants directly to new and expanding companies to help offset the cost of locating or expanding a facility in the state.
- One North Carolina Fund – This is a discretionary cash-grant program that allows the governor to respond quickly to competitive job-creation projects.
- Building Reuse – This program provides grants to units of local government for two purposes: 1) to renovate vacant buildings, and 2) renovate or expand a building occupied by an existing NC company wanting to expand its current location.
Other state grants are also available for building demolition, public infrastructure, transportation and workforce training & development.
